Spectra managers in court for breaking orders on service station construction

SPECTRA Oil managers are tomorrow expected to take plea in the Lusaka Magistrates’ Court on charges of contravening an order to cease construction of a fuel service station in Lusaka’s Woodlands area.
Maxmillan Hamukale, 44, a director, and Hyden Banda, 41, an operations manager, were arrested by officers from the Zambia Environmental Management Agency on March 29 and were charged.
It is alleged in the first count that Spectra Oil Corporation Limited in Lusaka, Hamukale and Banda, on unknown dates but between March 3 and March 29, whilst acting together, contravened an order to cease operations dated March 3 in respect of project activities for the construction of a service station at the corner of Kawama and Mosi-Oa -Tunya roads without approval from ZEMA.
Count two alleges that the oil company implemented a project of constructing the fuel service station without a decision letter approving the project.
The two appeared before magistrate Greenwell Malumani on Friday but could not take plea when the matter was called because they did not have legal representation.
Hamukale and Banda asked not to plead until they found lawyers.
Magistrate Malumani allowed the application for the duo to engage a lawyer.
