PARAMOUNT Chief Mpezeni of the Ngoni people says the Chinese who are constructing a One-Border-Stop Post at Mwami have no respect.
Mpezeni also bemoaned the poor state of roads in most parts of Eastern Province.
Speaking when Ministry of Infrastructure and Housing permanent secretary Charles Mushota and his Eastern Province counterpart Chanda Kasolo paid a courtesy on him at Ephendukeni Palace yesterday, Mpezeni said the Chinese had encroached on his land.
“Ine sinibalesa kuti bamange border ila awe, chenebalesha neo nikuno kumalo kwangu koma kumalo kwao angamange koma beve banangena mwangu m’malo chosabapatsa, chosabalamulira kuti ikani pala ma offices yanu. Lomba kaili munthu angankhale mulendo sangazichitile eka so alipo emuuzya kuti yai ika apa, lomba nikusoba ulemu konse (I am not stopping them from constructing the border [post]. What I stopped them is from building in my area. But they have built in a place without me giving them a go-ahead to build their offices. Now a person, even a new person, cannot just do something without being told. So there is someone who told them to do what they did but that’s lacking respect),” he said.
Mpezeni added that he does not want the Chinese to stay in his area and that they should only go there to work but stay in Chipata.
“Aba bana balibe ulemu, so muno mwangu nubafuna lini, okomanga okochokera ku Chipata niliye leshe neo. Mwangu muno twengoloba tyala tuleyechite na odi, lomba ebauzya nibani beve? Ebauzya nibamene amuno mwangu. Aliye odi, siningayende mutown nakuyamba kumanga that’s why kuli ba council, nikukonkha lamulo kuti ba council banipatse malo lomba osati mbwelekete mwakuti mwakuti nakuyamba kumanga, lomba ndiye mwati tinkhalire afunika kupeleka ulemu kumfumu, koma niliye baleshe kuti osati bamange yai, koma kaweledwe aliye wele mnjira yake(These children have no respect, so I don’t want them in my area. I have not stopped them from constructing, they should be coming from Chipata. They just came without knocking; I don’t know who told them to do that. They were told by some people from my area. They didn’t knock; even I who is the owner of this land, Mpezeni, I can’t go into town and start building. That’s why there is a council. I should follow the law for the council to give me land, not just come anyhow and start building. Is this the way we are going to live? They need to respect chiefs. I didn’t stop them from constructing but they didn’t come in a normal way),” he said.
Mpezeni said the Chinese started constructing their offices at a wrong site while he was in Lusaka.
“So bana banu aba ma Chinese aliye ulemeu mukopatsa ma contract ma contractors’ anaulemu. Bangokumba kumba baononga miseu kapena ofuna miyala kapena otola chinji kaya, lomba kaili nthaka ndiye yatufuna tikasobe komanga kusogolo ndaba bekumba ngako so minda yabathu yesila bekokolola (So your children, the Chinese, they have no respect. You should be giving contracts to contractors who have respect. They have dug trenches, they have destroyed roads, I don’t know whether they want stones. I don’t know what they want. Now we want land [but] we will have nowhere to build because they have destroyed peoples’ fields),” he said.
And Mpezeni said the roads in the province were in a bad state and urged the government to pay attention to them.
He cited the Chipata-Vubwi and the Chipata-Chadiza roads.
Mpezeni urged the Road Development Agency not to only take Mushota to urban areas but to rural ones as well.
He accused some contractors of getting free money from the government.
Mpezeni said President Edgar Lungu was working and urged his people to help him.

Mushota whether these contractors are working because others are just getting free government money. Tomorrow people will blame Edgar [Lungu] that he is not doing anything but Edgar is working. Now when somebody is a leader, there are people who help him, so what I see, Mr Mushota help your person, he cannot work alone. So if you go to Mwami (Adventist Hospital) it’s near, it’s about five kilometres but it will take you four minutes [to get there]),” he said.
Mpezeni urged RDA to monitor contractors that were working on various projects.
He said RDA was not working to his expectation and challenged Mushota to tour Chadiza road and other roads.
Mpezeni also commended the government for doing a good job on the Great East Road.
He urged Mushota to continue working hard adding that Kasolo was working well in the province.
Mushota is touring roads, bridges and other infrastructure in the province.
