NATIONAL Housing Authority finance director Charles Chewe has pleaded not guilty to one count of failing to follow applicable laid down procedure when he awarded a contract to a debt collector. Taking plea before Lusaka magistrate Felix Kaoma yesterday, Chewe, 54 denied committing the offence. It is alleged that Chewe between January 1, 2012 and December 31, 2012 in Lusaka being a person employed in the public service by the NHA as director of finance awarded a contract to Blackson Zulu, a debt collector, without following applicable laid down procurement procedures or guidelines, a transaction which concerns the NHA, a public body.
When the matter came up yesterday, the prosecution informed the court that they had consent from the Director of Public Prosecutions to prosecute the matter. And magistrate Kaoma read out the charge to Chewe to which he said he understood but pleaded not guilty. Magistrate Kaoma adjourned the case to April 10 for commencement of trial.
Chewe was arrested by the Anti-Corruption Commission last week.
