THE UPND has demanded that ZRA Commissioner General Kingsley Chanda should be dismissed for condoning nepotism and corruption.
An undated recording of a phone conversation between Chanda and Nyela, believed to be a PF official has gone viral in which the later requested the former to intervene in a case in which his relative who works for ZRA who is facing disciplinary action over some cleared goods.
The conversation went as follows:
Caller (Chanda Nyela): Ba mashina (My namesake)
Kingsley Chanda: Hallo.
Nyela: Mwabombeni. (How is your day?)
Chanda: Eya mukwai mwabombeni naimwe
(Yes, sir, how is your day too?)
Nyela: Eya tuleshimpashimpa (Thank you, we are trying).
Chanda: Eya mukwai. Nibani ndelanda nabo? (Yes, sir. Who am I speaking with?)
Nyela: Chanda Nyela. ([I’m] Chanda Nyela).
Chanda: Yes, Chanda?
Nyela: Emukwai, nacimitumina message pa WhatsApp, kuliko ka issue bululu wesu akwete kumwenu but mubomba nankwe (Yes sir, I sent you a message on WhatsApp. There’s an issue concerning one of our relatives working with you there).
Chanda: Okay, nshilipo, (I’m not around). I am out of the country but nalipokele report ati kwaliko abantu abalecita clear ifintu ifyale pita ku Nakonde but bena baleficita clear ku Livingstone (I received a report that there were some people who were clearing goods entering through Nakonde, using the Livingstone entry point).
Nyela: Emukwai. (Yes sir).
Chanda: Ba panga nama inspection kwati nabafimona, so nshishibe nga ni case yakwe (They pretended to have seen and inspected the goods, so I don’t know if this is his case).
Nyela: cilemoneka limbi eyo, ni Moses Chintwa, mwina Chinsali munensu (it seems that’s the case, involving Moses Chintwa, our colleague from Chinsali).
Chanda: Nomba kanabesa inga acitile ifyo kuti mwacita shani? Kuti mwamona ifintu ifishiliko? (No sir, suppose he did that, what would you do? Would you see what is not there?)
Nyela: Awe. (No).
Chanda: Elo nga mwabapususha, bakatila shani? Kuti balanda ati iyo uyu muntu pantu ali mwina Chinsali, wakwa Lenshina, alamona nefishiliko? (And when you save them, what will others say? Would they say that it’s because this person hailed from Chinsali, he belongs to Lenshina, therefore he even sees what is not there?)
Chanda: Noyo wine Moses Chintwa bakesatutamfisha pamo bakabikepo naba UPND (That Moses Chintwa, we shall be dismissed together and be replaced by UPND).
Nyela: Ee, ninkupilwa kumo (Yes, he’s equally guilty).
Chanda: Ee. Aba bantu nangu tulebafwa, imwe mwebali kuntanshi, mwe ntungulushi nga tulebafwa abantu mulebeba ukweba ati awe bane iseni tucite ifintu ifyaba right. But if kuli ifyo mulefwaya ukucita ifya bufufuntungu, mwaebako Commissioner General pantu Commissioner General nankwe muntu wesu…nawo wamu cipani nga ifwe bene (Yes. Much as we are helping these people, you the leaders should be telling them to do right things, but if there is something crooked you want to do, inform the Commissioner General also because the Commissioner General is also one of us; he belongs to the party just like us).”
Nyela: Efyo mbeba ifyo fine. Ewaba na mucipani number one. Nomba natulya tumo twakweba ati…(That’s exactly what I tell them. He is a top cadre. But certain small things like…).
Chanda: Mwamwebako pakuti amona emo asengulwila (Tell him [Commissioner General] so that he finds a way).
Nyela: Emukwai. (Yes).
Chanda: Kuli abantu nabena abaleleta ifintu ati agriculture products kanshi ni ba salaula. Then nga mwabekata baya mukuilishyanya ati iyo aleikata ba PF. Nomba tukeshiba shani ati ifi bacita smuggle fya ba PF nangu fya ba UPND? (There are also those importing goods, claiming to be agriculture products, yet it’s second hand clothes. And when we impound them, they start complaining that we are impounding goods for PF members. So, how are we going to know that these smuggled goods are for PF or UPND members?)
Nyela: Awe mukwai teti mwishibe (Surely sir, you cannot know).
Chanda: Elo nga mwamona ama agents balebomfya, ama agents balebomfya ma agents yaba UPND. (And when you look at the agents they are using, they are using UPND agents).
Nyela: Iyeee (expression of surprise).
Chanda: Yes, ama agents abengi abalecita clear ifya Ethanol na cooking oil fyaba UPND. Namwishiba limo tulemona pa calo, ifyacitile balya ba shikulu… (Yes, most of these agents clearing Ethenol and cooking oil, these things are for the UPND. You see, sometimes we should look at the interests of the country, what that man did….) After you sent me that message, I said before I respond to my brother, let me know the truth. Awe balya ba shikulu bantu ifyo balecita fya kalu…nangu fye bakateka nga balishibe teti batemwe. So nshishibe ifyo mwala…because bali 10 ka… (What that man did is very bad… even if the President knew about this he would not be happy. So I don’t know what you will… because they are 10, you see!)
Nyela: Bali 10 bonse pamo? (So they are 10 in total)?
Chanda: Bali 10 abacitile filya, ee (They are 10 who did that, yes).
Nyela: Emukwai (Yes sir).
Chanda: Bali 10, so nomba nshishibe ifyo twalafumyapo umwina Chinsali ati awe iwe tawalufyenye abalufyenye ni aba…(So, I don’t know how we are going to separate the Chinsali man and say you did not err, it’s only these who erred….)
Nyela: Awe mukalamba wandi ca afya… (No my brother, it’s complicated).
Chanda: Lekeni bapite mu process tumone ama arguments nefyo ba disciplinary committee balalanda (Let him go through the process, we see the arguments and hear what the disciplinary committee will say).

Reacting to the recording, which has gone viral, UPND deputy secretary general Patrick Mucheleka described it as chilling and that it “smells the ugly stench of tribalism”.
“We have listened to the phone conversation between the Zambia Revenue Authority (ZRA) Commissioner General Kingsley Chanda and a PF official, Chanda Nyela. The whole chilling conversation smells the ugly stench of tribalism, nepotism and deep rooted corruption which is the hallmark of what PF is known for,” Mucheleka stated in a statement.
“With such conversations going round in corridors of the PF government offices, it once more confirms the deep rooted corruption, tax evasion and grand theft as revealed by the Financial Intelligence Centre (FIC) reports, and the numerous Auditor General’s reports.”
Mucheleka stated that in a normal country, Chanda would by now be packing and be dismissed for condoning a conversation that encourages tax evasion and nepotism in such a sensitive and strategic government office.
“How can the whole lot of the Commissioner General, Mr. Chanda, have so much hatred against fellow citizens for merely exercising their democratic right of belonging the UPND yet they are also paying taxes, though it’s being looted by PF criminals?” Mucheleka asked.
“We have insisted that there is widespread segregation of citizens in this country by the PF regime on mere suspicion of belonging to the UPND when it comes to accessing government services and opportunities in many sectors of our economy. We as UPND reject such classifications and divisions of our citizens and look forward to reuniting the broken Zambian family into one entity once again.”
Mucheleka stated that every citizen deserved equal opportunities regardless of their political affiliations.
“Of course, we do not expect law enforcement agencies to move in on Mr Chanda and ZRA as the PF regime has completely destroyed all the government institutions with their stinking corruption and needs a complete overhaul under the new leadership of Mr Hakainde Hichilema and the UPND,” stated Mucheleka.
